[Nehemiah 11:1](../../../kjv/nehemiah/11/1) **.** *To bring one in ten to dwell in Jerusalem.* The inhabitants were not yet sufficiently numerous for the public works and services, and for the defence of the city. Hence it became necessary to draught a tenth of the rural population for these purposes.
[Nehemiah 11:11](../../../kjv/nehemiah/11/11) **.** *Ruler of the house of God.* A secular officer, having charge of the temporal affairs; but not to interfere with the offices and duties of religion, which belonged to the priests and levites.
